ECCAT Envimental Consulting, Chemical Analysis&Testing, për këto arsye: - Nuk ka permbushur kerkesen e kerkesave te veçanta te kualifikimit pika dh.Vërtetimin që konfirmon shlyerjen e të gjitha detyrimeve të maturuara të energjisë elektrike të kontratave të energjisë që ka operatori ekonomik që është i regjistruar në Shqipëri. Sepse Vertetimi OSHE date 20.04.2021 pa perfshire muajin mars 2021 nuk eshte i rregullt, nuk konfirmon shlyerjen e të gjitha detyrimeve të maturuara - nuk ka dorezuar ne SPE asnje dokument per furnizime të mëparshme të ngjashme 2.
