Ka pasur ankesa. Kanë marrë përgjigje në datë 28.05.2018. Janë skualifikuar ofertuesit e mëposhtëm: 1) Shoqeria Merigeni SHPK a) OE ka paraqitur oferte ekonomike vetem per qarkun Lezhe duke mos permbushur keshtu kerkesen e paraqitjes se formularit te ofertes per Lotin ku oferton. b) OE nuk ka paraqitur preventin e plotesuar te kerkuar sipas shtojces 1. c) OE nuk ka permbushur Kriteret e vecanta te kualifikimit duke mos paraqitur asnje document per permbushjen e ketyre kritereve. 2) Shoqeria Curri SHPK a) Ne preventivin e paraqitur nga ky OE, per preventivin e objektit Projekt-Preventiv per rikonstruksion e godines se QSh Velipoje Plazh, Shkoder ne kapitullin INSTALIME MEKANIKE , ne pike 2 Hidrosanitare, Ngrohje, mbrojtja nga zjarri per Artikullin 3 FV Bide Importi Porcelani eshte paraqitur cmim jo real (nen koston e analizes se cmimit). b) Ne preventivin e paraqitur nga ky OE, per preventivin e objektit Ambulance ne Lusen ne kapitullin 2. PUNIME JASHTE NDERTESES , per Artikullin Shtrese betoni C 12/15 per t=10 cm nuk eshte paraqitur cmim njesi. c) Formulari i ofertes eshte i pavlefshem pasi te gjitha shifrat e plotesuara jane te gabuara ( Shuma, Fondi Rezerve, TVSH 20%, Shuma Total) 3) Bashkimi i Operatoreve Ekonomik: Alba Konstruksion SHPK & AD-STAR SHPK & O.B Konstruksion SHPK a) Nuk ka paraqitur cmimin njesi per disa artikuj. b) Ka ndryshuar te gjithe zerat e punimeve jane ndryshuar sasite cka perben shkelje. c) Mungojne te gjithe zerat e punimeve ne disa preventive, cka perben shkelje. 4) Bashkimi i Operatoreve Ekonomik: Sireta 2F SHPK & KUPA SHPK a) Nuk ploteson nr e punonjesve per te konkurruar ne kete LOT pasi nr i punonjesve duhet te ishte kumulative (nr punonjesish te kerkuar per Lot2 + Lot3 + Lot4) sipas kerkesave te vecanta te kualifikimit. b) Nuk ka paraqitur kontrata te ngjashme per kete LOT pasi punet e ngjashme qe duhet te paraqiste duhet te ishte kumulative, pra kontrata te ngjashme me vlere ne total 85.000.000 (Lot2-21.000.000 leke + Lot3 35.000.000 Leke + Lot4 29.000.000 Leke) per permbushjen e kriterit sipas kerkesave te vecanta te kualifikimit. c) Nuk ka paraqitur dokumentacion per makinerite qe duhen per zbatimin e kontrates (ne menyre kumulative) per plotesimin e kritereve pas kualifikimit per Lot4. |
