Dokumentacioni i paraqitur nuk ishte i plote dhe i regullt ne perputhje me kriteret e percaktuara ne DST, e konkretisht : Inxhinieri Hidroteknik Ardit Xhaferaj me te cili operatori ekonomik ka lidh kontrate pune me date 13.02.2018, nuk figuron ne liçencen e shoqerise, dhe ne te nuk ka drejtues tjeter teknik ne profesionin Inxhinier Hidroteknik, kerkes sipas pikes 5 te DST-se. Operatori ekonomik rezulton me detyrime per pagesen e sigurimeve shoqerore per periudhen e kerkuar sipas pikes 4 te kerkesave per kapacitetin teknik ne te cilen kerkohet nje punesim mesatar i 15 personave per periudhen Janar 2017 - Janar 2018, verifikuar kjo nga vertetimi i paraqitur nga operatori ekonomik nr.T00153536, date 28.02.2018 ne shumen 325,666 leke. Gjithashtu operatori ekonomik nuk disponon mjetet Eskavator me goma, Autobetoniere dhe Autobot uji , kerkes sipas pikes 7 te DST.
2. Operatori Ekonomik “ED KONSTRUKSION” shpk
Nga ana e operatorit ekonomik “ED KONSTRUKSION” shpk nuk u paraqiten spjegimet e kerkuara brenda afatit, çka beri qe komisioni i vleresimit te ofertave ta refuzoje oferten e ketij operatori ekonomik si oferte anomalisht e ulet.
